When did you..?
= question to ask when you want to know the time something happened

  • When did you see a movie?
  • When did you go to school?
  • When did you have a cellphone?
  • When did you bake a cake?
  • When did you make a dish?
  • When did you take a bike?

When are you -ing?
= use to ask about plans

  • When are you leaving for Toronto?
  • When are you going to the department store?
  • When are you moving to friend's home?
  • When are you knitting mittens?
  • When are you making something by knitting?
  • When are you taking a bus?
  • When are you having a party?

When are you going to + phrasal verb? 
= use to ask of time the person will do something

  • When are you going to move out home?
  • When are you going to talk about your friends?
  • When are you going to work out your legs?
  • When are you going to set up the computer?
  • When are you going to set up te laundry?
  • When are you going to bring down your plates?
  • When are you going to bring down the books I have been borrowing?
  • When are you going to check out from the hotel?

When is the best time to + verb?
= a question to ask about the best time to do something

  • When is the best time to celebrate your birthday?
  • When is the best time to bake cookies?
  • When is the best time to watch a TV program?
  • When is the best time to see a movie?
see = public view, watch with people
watch = inside the home
